    Learn from speakers from NCOA about changes to Medicare prior to the 2026 Annual Enrollment Period.

    This call is for MIPPA Leads and BECs only. In our last TA call of the year, NCOA will provide information on supporting beneficiaries during Medicare Open Enrollment, including appropriate MIPPA roles during OEP, managing demand and referrals, and avoiding prohibited activities.

His previous roles have included working with the Tennessee Department of Aging and Disability, overseeing the State Health Insurance Assistance (SHIP) Program, Medicare Improvement for Patients and Providers Act (MIPPA) program, and data system on delivery of Older American Act services.

    State MIPPA Leads and BECs will discuss topics relevant to their work with the network regarding strengthening partnerships during AEP to expand impact.

    This call is only for State MIPPA Leads and BECs. September’s peer-to-peer learning call will begin with a presentation from peers within the MIPPA network on leveraging partnerships during AEP. We will then split into regional groups to discuss strengthening partnerships during AEP to expand MIPPA impact. Topics will include working with SHIPs, AAAs, CBOs, and Medicaid offices, braiding funding and avoiding duplication, and sustaining outreach year-round.

    Tim Smolen started as the SHIBA Program Manager in January 2021. SHIBA celebrated their 45th anniversary in 2024.  The program is part of the Consumer Protection Division of the Washington State Office of Insurance Commissioner. He is a big fan of the Medicare program – which was signed into law 60 years ago this year. Tim is grateful for the opportunity to be of service and eager to learn more about how he can help people to take care of themselves, in the ways that matter most to them. Current priorities for the SHIBA program are: recruit and train more diverse volunteer advisors, enhanced outreach to traditionally underserved communities, improved partnerships with organizations that support people with the greatest social and economic needs. Fostering collaborative partnerships with Tribes and professionals who serve Native Elders and people with disabilities is a top priority for Tim and SHIBA. Tim lives in Olympia with his beloved wife of 20 years, Stephanie, their dog, Fiona, their cats, Arlo and Tucker. His hobbies include reading, walking, movies, and cooking for friends.

    Amanda Krisher, MSW, LCSW, brings over 15 years of direct practice and program management experience to the National Council on Aging where she serves as the Associate Director for Behavioral Health in the Center for Healthy Aging. A seasoned professional in the older adult care industry, she previously was the Senior Director for a live virtual training program for older adult care professionals and a clinical social worker for a community health program and hospice organization. She received her Master of Social Work degree from the University of Maryland School of Social Work in Baltimore and is a Licensed Certified Clinical Social Worker in Maryland and Virginia. As a leader in older adult care, she has presented at national conferences and statewide meetings.

    This call is for MIPPA Leads and BECs only. July’s TA call will feature a presentation on Medicare-Medicaid coordination for Dual Eligibles. We will share information on navigating Medicaid and Medicare intersections, coordinating with state agencies, and addressing beneficiary pain points.

    Daniel Davis

    Associate Director, Integrated Care

    Daniel Davis is the Associate Director for Integrated Care in the Center for Economic Well-Being at NCOA, focusing on individuals eligible for both Medicare and Medicaid and empowering consumers to make informed choices as to a model of care coordination that best addresses their needs. In this capacity, Daniel also serves as a Medicaid subject matter expert with additional expertise in Medicare and national health policy with particular emphasis on persons with disabilities and older adults.

    Daniel's career has focused on empowering individuals with the information they require to make informed choices, as well as strengthening access-to-care, care coordination, health equity and disaster response for these populations. He brings two decades of experience in the non-profit sector, two congressional committees, and the Administration for Community Living. Prior to his government service, Daniel was a policy analyst and acting policy director at the National Council on Independent Living, a cross-disability non-profit representing centers for independent living serving people with disabilities of all ages.

    State MIPPA Leads and BECs will hear a presentation on the No Wrong Door System (NWD) and engage in discussion about applying NWD to their outreach efforts.

    This call is only for State MIPPA Leads and BECs.

    Join this essential session to explore how a No Wrong Door system vision transforms access to community services and supports and why Benefits Enrollment Centers (BECs) should work within this framework in their own communities. Individuals often face challenges, making decisions based on incomplete or inaccurate information about their options. BECs help low-income adults 65+ and younger adults with disabilities to crucial resources such as health care, food, and more. This session will explore how a No Wrong Door approach creates efficiencies across a state/local network to empower individuals to make informed decisions, exercising control over their financial resources and achieving personal goals. Hear from the Administration for Community Living, the No Wrong Door Resource Center and directly from the Milwaukee Aging and Disability Resource Center which is also a BEC about how they participate in Wisconsin’s No Wrong Door.

    • Learning Objective 1: Explain how a No Wrong Door approach transforms access to community services and supports by creating efficiencies across a state/local network.
    • Learning Objective 2: Detail why BECs should work within the No Wrong Door framework to empower low-income adults and younger adults with disabilities to overcome challenges posed by incomplete information.
    • Learning Objective 3: Analyze the practical participation of an organization, such as the Milwaukee Aging and Disability Resource Center, to illustrate how a BEC integrates into a state’s No Wrong Door system to help individuals achieve personal goals and exercise control over their financial resources. June’s technical assistance call is a peer learning opportunity. After their presentation, our presenters will facilitate breakout room discussions on how to practically apply the No Wrong Door approach to your work.     Kristie Kulinski is Director of the Office of Network Advancement at the Administration for Community Living (ACL), an operating division of the U.S. Department of Health and Human Services. She oversees a variety of initiatives to ensure that the interests and needs of older adults and people with disabilities, as well as the state and local organizations that serve these populations, are reflected in the transformations occurring in our nation’s health and long-term services and support systems. This portfolio includes strengthening state No Wrong Door Systems, aligning health and community care through sustainable partnerships between community-based organizations and the health care sector, and collaborating with the Veterans Health Administration to enable Veteran independence through the Veteran Directed Care program. Before joining ACL, Kristie held positions with the National Council on Aging in Washington, DC and Partners in Care Foundation in Los Angeles, California. She has a B.S. in Human Development and Family Studies from Penn State University and a Master of Social Work from California State University, Northridge.

She has supported states implementing No Wrong Door systems since the very beginning of the initiative in 2003. Her expertise spans long-term services and supports (LTSS), strategic planning, technical assistance, and program evaluation, with a focus on enhancing community living for older adults and people with disabilities and their caregivers. As a licensed clinical social worker with a background in geriatric care management and caregiver support group facilitation, she brings a unique "on the ground" perspective to policy issues.

    Kristen Vangeloff, a Managing Director at the Lewin Group, has over a decade of experience supporting access to services that promote community living for people aging with or into disabilities. She directs the Administration for Community Living (ACL) No Wrong Door Resource Center Technical Assistance contract, with a focus on supporting states and local entities develop their access systems through robust governance, public outreach, person-centered practices, and streamlined eligibility to public programs. She has expertise in developing program logic models that drive outcomes and return on investment calculations for community living initiatives. She currently provides technical assistance to states and territories that are planning and implementing Medicaid Administrative Claiming for No Wrong Door system functions. Prior to Lewin, Ms. Vangeloff spent eight years at a community-based organization serving populations at risk of infectious disease in rural Virginia.

Yoko provides comprehensive project management and technical assistance while fostering strategic collaboration with funders, researchers, advisory groups, and community organizations. She brings extensive experience in facilitating learning collaboratives, developing practitioner-focused resources, and enhancing delivery infrastructures that support healthier aging nationwide.

    Yoko holds a Master of Arts in Communication with a concentration in Health Communication from Johns Hopkins University. She is a military spouse and a mother of three free-spirited, energetic children.

    Learn about important insights from NCOA's research on older adult benefits participation.

    NCOA’s new Benefits Participation Map revealed that millions of older adults are eligible for but not enrolled in Medicare Savings Programs (MSP), Supplemental Nutrition Assistance Programs (SNAP), and Supplemental Security Income (SSI).  Finding staggering variations between counties with both high- and low-participation rates, we conducted research with enrollment entities in select counties to understand what factors influence participation rates in each population and what strategies increase program enrollment. This webinar will highlight:

    • The social and demographic make-up of participating counties
    • Changes in benefits participation rates between 2018 and 2023
    • Challenges and barriers to benefits participation
    • Factors that create enabling environments for older adults to access benefits
    • Recommendations for best practices in closing the participation gap
