Kayla Little joined NCOA in May 2024 and serves as the primary contact for grantees of the 2024-2025 Capacity Building Grant. Previously, she interned at Pyxis Partners, where she developed internal training plans to enhance community engagement capacity, wrote policy briefs, and created communications to support the NIH’s All of Us Research Program. She also interned at the Public Health Foundation, assisting the Performance Management and Quality Improvement team in developing toolkits for the CDC’s Let’s Rise initiative. Kayla has clinical experience as a Physical Therapy Technician at multiple clinics and as a Rehab Aide at Medstar St. Mary’s Hospital. Additionally, she collaborated with the Public Health Foundation to develop a training plan titled “Black Maternal Mortality: Understanding Root Causes and Potential Solutions” for public health practitioners and healthcare professionals. Kayla holds a Master’s in Public Health in Health Equity and a Bachelor’s Degree in Communication, both from the University of Maryland.

Dianne Stone has more than 20 years of experience with senior centers and aging issues, primarily as the Director of the Newington Senior and Disabled Center in Newington, Connecticut. Stone has also worked, volunteered, and held leadership positions with a variety of organizations in Connecticut, including Connecticut AgeWell Collaborative, the ADA Coalition of Connecticut, Connecticut Medicaid Oversight Council, and the Commission on Women, Children, Seniors, Equity and Opportunity. She joined NCOA in January 2022, as a member of the Center for Healthy Aging, where she is primarily focused on supporting senior centers throughout the country through the ACL-funded Modernizing Senior Centers Resource Center and NISC.

Rosalind Newsholme joined NCOA in November 2023, and serves as the primary point of contact for the Benefits Enrollment Centers in the Western Region. She has over 10 years of experience supporting and advocating on behalf of older adults. Ros’ previous work focused on helping older adults to understand, apply for and appeal public benefits decisions relating to Medicare, MSP, LIS, Medicaid, food security and affordable housing. Ros is passionate about working to increase access to life-changing benefits. She has a Juris Doctor Degree from the Penn State Dickinson School of Law and a Bachelors Degree in Communication and Sociology from Muhlenberg College, both in Pennsylvania. Ros is British-American and moved to the United States from England and South Africa as a child.

Shea Corti joined the Medicare Rights Center in 2020. As Senior Education Associate, she produces new print and e-learning content, develops educational toolkits and trainings, and implements online learning features. She works in collaboration with Medicare Rights’ Education department and legal counsel to ensure that these educational resources are both consumer-friendly and legally accurate.
Prior to joining the Medicare Rights Center, Shea was a public elementary school teacher in Los Angeles and worked at an EdTech startup focused on mental health. She is dedicated to equitable, empowering learning experiences and quality healthcare for all. Shea holds a B.A. in Psychology and M.A. in Education from Stanford University.

Emily Whicheloe is Director of Education at the Medicare Rights Center, a partner of the National Council on Aging (NCOA). As Director of Education, she oversees the development of Medicare educational materials for consumers and professionals, manages training programs available to State Health Insurance Assistance Program (SHIP) counselors throughout the country, and fields questions from Medicare beneficiaries during weekly helpline shifts. In her free time, she enjoys taking photographs and exploring New York City by bike.

Nicole leads NCOA’s digital economic security team – responsible for the product development, content management, customer service, and partner engagement for BenefitsCheckUp, Age Well Planner and My Medicare Matters. These digital tools are built around NCOA’s multi-faceted consumer engagement model – providing (1) unbiased education from a trusted source, (2) personalized insights via assessments and tools, and (3) the opportunity to take action by engaging with an expert. Primarily targeting older adults and their caregivers to improve their health and financial security, the tools support NCOA’s social impact goal to impact the health and economic security of 40 million older adults by 2030, especially women, people of color, LGBTQ+, low-income, and rural individual.
Kerry Glova
Associate Director, Research and Evaluation

Kerry is the Associate Director for Research and Evaluation at the National Council on Aging (NCOA). At NCOA, Kerry supports the execution of NCOA’s research and evaluation agenda, focused on building evidence used to advocate for programs and policies that serve older adults, especially those most in need. Kerry works collaboratively across NCOA to design research methodologies, produce meaningful measures, and analyze the organization’s social impact progress toward impacting 40 million older adults by 2030. Previously, Kerry was the Director of Research and Evaluation at Catholic Charities USA, working to illustrate the size, scope, and impact of the network’s 160+ service provider member agencies. Kerry is passionate about translating community-based programming into impactful data to influence systematic change. Kerry holds a Master of Public Administration (MPA) degree and a Master of Social Work (MSW) degree from the University of Pittsburgh; she holds a bachelor’s degree in psychology from Point Park University.
Shaneece Gaines

Shaneece is a Subject Matter Expert in housing and other areas tied to economic security, such as debt counseling and financial coaching at NCOA. Shaneece brings with her extensive non-profit experience. As a Grants Manager at an international non-profit, she managed grant projects and economic security initiatives from application to approval and utilization, overseeing a $50M portfolio. In progressive positions at a national non-profit housing counseling intermediary, she served as the Housing Counseling Network and Direct Services Director, in which she oversaw over 160 organizations nationwide, a cross- functional team of 10 FTEs, and a budget of over $2.2M. Her portfolio of work included both housing and financial counseling to thousands of consumers annually through direct client services and through their intermediary services that addressed needs, including but not limited to: HECM/reverse mortgage counseling, foreclosure counseling, homebuyer counseling, debt counseling, financial coaching, and assistance accessing federal, state, and local benefits programs (e.g., SNAP, LIHEAP, Medicare and Medicaid, etc.).
Shaneece was a Mortgage Loan Officer for a major Banking institution where she increased their mortgage loan portfolio; worked with individuals and families with all aspects of mortgages/loans, refinancing, housing affordability and related Affordable Lending Products; and ensured consumers’ preparation for homeownership through homebuyer education and community-level and professional events.
She possesses her Masters in Public Administration from Strayer University, as well as a Bachelor of Arts in Political Science from Kent State University.

Join this webinar to learn more about the Administration for Community Living (ACL) Evidence-Based Program Review Process opening in January 2025. The purpose of the Review Process is to identify health promotion and disease prevention programs that meet the criteria established by ACL for evidence-based programs funded through the Older Americans Act (OAA) Title III-D, and other discretionary funding. Speakers will discuss the application schedule, the structure of the two-stage review process, and provide a brief overview of the evidence-based program criteria. Attendees will hear lessons learned from a past applicant and have the opportunity to ask questions.

Kathleen Zuke was privileged to grow up with eight loving grandparents and developed a passion for supportive services for older adults as a caregiver for her grandfather. She has been a Senior Program Manager with the Center for Healthy Aging since 2015. In this role, she works collaboratively with community-based partners across the country to identify, implement, and sustain evidence-based programs that support older adults in staying well and aging in the community, including chronic disease self-management education, falls prevention, and behavioral health. She has a Master’s degree in Public Health from Hunter College and a Bachelor’s degree in Psychology from St. Mary’s College of Maryland.

Lesley Steinman, MSW, MPH is a Research Scientist at the Health Promotion Research Center, a CDC-funded Prevention Research Center at the University of Washington School of Public Health, and a Director at the Evidence Based Leadership Collaborative. Ms. Steinman partners with community-designed and delivered evidence-based program (EBP) participants, practitioners, and policymakers to understand, adapt, deliver, and sustain EBP delivery with diverse settings and populations across the country to improve older adult health equity. Administration for Community Living, Office of Nutrition and Health Promotion Programs
Patty Keane is a registered dietitian nutritionist with a diverse, cross-sector background and a passion for building on community strengths to advance nutrition and health equity. Patty joined ACL in March 2024 as the National Nutritionist, and her role encompasses the Older Americans Act Title III-C Senior Nutrition Program and Title III-D Evidence-Based Disease Prevention and Health Promotion Services. She serves as the Project Officer for the National Chronic Disease Self-Management Education (CDSME) Resource Center and for several CDSME and Innovations in Nutrition grantees. Before joining ACL, Patty held consulting roles advising USDA NIFA Gus Schumacher Nutrition Incentive Program (GusNIP) grantees and supporting the cultural adaptation of diabetes prevention curricula for American Indian and Alaska Native populations. In previous municipal and state government roles, Patty managed senior nutrition and transportation programs for the City of Albuquerque and advised New Mexico Governor Lujan Grisham’s interagency food security initiatives and COVID-19 response. Patty served as an Associate Scientist and Principal Investigator at the University of New Mexico (UNM) Prevention Research Center and as Nutrition Faculty for the Leadership Education in Neurodevelopmental and Related Disabilities (LEND) Program at the UNM Center for Development and Disability. At UNM, Patty led chronic disease prevention and health promotion research and programs and provided nutrition, policy, and leadership expertise. Patty has served as a federal grant reviewer for ACL and in volunteer professional leadership roles at the local, state, regional, and national levels.
Ninfa Peña-Purcell, Ph.D.

Ninfa Pena-Purcell, PhD is a Public Health Research Scientist at the Texas A&M Center for Community Health and Aging, and is Assistant Director of Texas A&M National Community Health Worker Training Center. Dr. Pena-Purcell earned a Ph.D. in Health Studies in 2005 from Texas Woman's University. In 2021, she was appointed by the Texas Governor to serve a 7-year term as a board member on the Texas Diabetes Council (TDC) and elected Vice Chair January 2024. Dr. Pena-Purcell previously held positions on the boards of the Society of Public Health Education (SOPHE) (2021-2023) and the National Commission for Health Education Credentialing (NCHEC) (2019-2020). She has authored numerous health programs including Live in Control and its Spanish version, Vivir en Control, a diabetes self-management education program. These programs are nationally recognized by the American Diabetes Association and the Centers for Disease Control and Prevention. Her passion is to empower and engage communities to address the health needs of underserved minority populations.
