In this live 1 hour session, participants will hear first-hand accounts of the experiences of female veterans as it relates to health care, access to resources and benefits and how to better serve/recognize the women in your communities who have served in the armed forces and who may be hiding in plain sight.

Elizabeth Estabrooks

Elizabeth Estabrooks leads development and implementation of new initiatives that support and enhance the Center for Women Veteran’s mission and vision. She advocates for cultural transformation both within and outside the VA to recognize the service and contributions of women Veterans and servicemembers and raise awareness of the responsibility to treat women Veterans with dignity and respect. Elizabeth is team lead for staff supervision, development, and creative performance, as well as organizational and strategic planning that will continue to move the Center for Women Veterans forward in successfully meeting their goals.
Elizabeth is a Cold War Veteran of the United States Army, serving at Harvey Barracks in Kitzingen, Germany from 1978 – 1980.

Missina Schallus

Missina Schallus serves as the Communications Manager at the Center for Women Veterans. She develops, plans and coordinates the Center’s internal and external engagements, events, initiatives and announcements. She supports special projects related to key program initiatives and provides direct support to the Director. She manages speeches, briefings and implements Secretarial high priorities to involve women Veterans for the Center’s Social Media platforms and website. She is also responsible for various duties promoting the Center’s efforts to monitor VA’s administration of benefits, services, and policies for women Veterans.

Ms. Schallus served in the U.S. Navy for 21 years, retiring as a Chief Petty Officer and is an OIF/OEF Veteran. Ms. Schallus has an associates of arts degree in Supervision and Management and Associates of Science degree in Office Support Specialist, Administrative Manager from Coastline College and is currently pursuing her bachelor of arts in Communication Studies at the University of Maryland Global College. Ms. Schallus is the mother of three children and a proud Navy Mom.

Randy Feliciano (Moderator)

Senior Program Manager

National Council on Aging

Randy is a Senior Program Manager with the National Council on Aging Center for Benefits Access. In this role, he provides technical support and training to Benefits Enrollment Centers throughout the U.S and spearheads a committee of national nonprofit organizations and federal government agencies focused on the needs of low-income Medicare beneficiaries. He has also created pilot programs to restore food sovereignty for indigenous communities, as well as a pilot program to address the legal ramifications of guardianship of incapacitated adults in the state of Virginia.

Randy’s professional background also includes program management, client advocacy, media communications, federal grant support, and volunteer administration. From 2010-2015, he worked for Arlington County’s Department of Human Services where he managed a legal guardianship program (serving incapacitated adults in the Arlington area) and the Personal Advocate Service where volunteers worked with area residents and human service clients to connect them to local, state, and federal benefits programs and services. 

In 2014, Randy co-authored an article for the American Bar Association's BIFOCAL publication entitled The Work of a Volunteer Fiduciary, which highlights the effectiveness of volunteer and pro bono guardians of incapacitated adults. In the fall of 2019, Randy was appointed to the Working Interdisciplinary Networks of Guardianship Stakeholders (WINGS) in Virginia by the State Supreme Court.
