Combating Financial Exploitation: Building an Evidence Base for Bystander Intervention as a Primary Prevention Strategy

For almost all social justice issues, there are bystanders who can recognize and address problematic attitudes and behaviors before they result in harm. Financial exploitation of older adults is one issue for which bystander intervention is a promising prevention strategy. Vera House, Inc. in Syracuse, NY has implemented and evaluated a pilot program to train professionals and community members in bystander intervention techniques that can be employed when financial exploitation of an older adult is suspected. In this session, attendees will learn actionable bystander intervention strategies that they can begin utilizing in their own communities. Additionally, attendees will learn how Vera House partnered with local financial institutions and a professional evaluator (TRX Development Solutions, LLC) to implement and evaluate the pilot program, and how the results of the pilot evaluation establish an evidence base for the efficacy of bystander intervention as a viable primary prevention strategy to combat financial exploitation.

Erin Hou

Assistant Director

Erin Hou is the Assistant Director at TRX Development Solutions, and serves as an Evaluator to the Abuse in Later Life Program at Vera House, Inc. She manages several projects at TRX, working in community research, monitoring and evaluation, and grant management, with clients specializing in youth services, LGBTQ+ services, domestic violence prevention, HIV/AIDS services, and other supportive social services. Prior to TRX, she worked in corporate philanthropy, legal services, and international health projects management (Thailand, Cambodia, Uganda and the Philippines). She received a BA in Psychology and Advertising at Syracuse University (NY, USA) and an MPH from the University of New South Wales (Sydney, Australia).

Loren Ulrich

Abuse in Later Life Prevention and Outreach Coordinator

Vera House, Inc.

Loren Ulrich is the Prevention and Outreach Coordinator for the Abuse in Later Life Program at Vera House, Inc. In this role, she coordinates the Program?s multiple education and prevention efforts. This includes providing training and outreach to community members and professionals, managing the Annual Syracuse-area Elder Abuse Conference, and launching the Program?s original primary prevention curriculum. She serves as the Coordinator for the Onondaga County Elder Identity Theft Coalition, a collaboration between multiple community partners focused on preventing identity theft, scams, and financial exploitation of older adults. Loren participates in the local Elder Justice Coalition and is a member of the Outreach and Anti-racism/Anti-oppression workgroups of this Coalition. Prior to her role at Vera House, Loren worked as a family caseworker in an urban school district. She received her BA in Psychology from Le Moyne College and will earn her MSW from Syracuse University in May 2022.

Jennifer Ackley

Program Director

Vera House, Inc.

Jenny Ackley, MSW is the Abuse in Later Life (ALL) Program Director at Vera House. She collaborates with the Onondaga County Elder Justice Coalition, convened by Vera House, to achieve the mission to prevent elder abuse and promote elder justice through collaboration, advocacy, education and intervention. Innovations in the ALL program include: Primary Prevention training; a service model incorporating restorative practices, civil legal services, and case management in senior housing facilities; direct services to victim/survivors provided by an elder advocate; and the coordination of the Central New York Hub of the Enhanced Multi-disciplinary Team program with access to a forensic accountant, geriatric psychiatrist and civil attorney. Jenny is a frequent presenter on the topic of elder abuse. She is active in the NYS Coalition on Elder Abuse, co-leads the Greater Syracuse Aging Services Coalition, is a member of the Onondaga County Age Friendly Alliance and the planning committee for NYS Adult Abuse Training Institute. Jenny has received several awards for her work including the Onondaga County Senior Services Professional Award, and her program was honored by the NYS Office of Children and Family Services as ?Outstanding Partners in the Protective Services for Adults Delivery Network.?

Emily McDonald (Moderator)

Emily McDonald leads the programmatic content and customer service strategy and execution across NCOA’s economic security product portfolio. She has 10+ years of experience working in multi-community, rapid-cycle innovation programs for older adults. Prior to joining NCOA she worked at the Center for Social Development at Washington University. Emily received her degrees from Trinity University and the School of Social Work at Washington University in St. Louis.
