Using STARS Data to Advance Equity in MIPPA Programs
Data is an important tool for evaluating equity in social service programs. In this session, MIPPA grantees will learn how to utilize SHIP Tracking and Reporting System (STARS) data to assess how their program is currently reaching beneficiaries from marginalized populations, including nonwhite, non-English speaking, and rural beneficiaries, and brainstorm ways to improve equitable access.

- Brainstorm ways to use data collected in STARS to advance equitable access to MIPPA services for all eligible beneficiaries in your region.
New STARS Enhancements: Using Data to Tell the MIPPA Story
People who are passionate about serving the public may find data entry tedious at best or, at worst, as something that takes too much time away from more important work. Learn how to navigate changes to the STARS data system so that the effort of data entry translates into a meaningful and impactful story about the value of MIPPA work.

Brandy Bauer is Director of the Center for Benefits Access at the National Council on Aging, where she works with community organizations and state agencies across the country to promote benefits for older adults, identify strategies to improve the financial security of vulnerable seniors, and educate consumers about scams targeting older adults. She has worked in the field of aging for 11 years. Prior to that, she spent a decade in the international health and human service sectors, working on improving access to services for vulnerable and marginalized populations, including refugee and war trauma survivors in Europe, and as a humanitarian aid worker in Afghanistan.

Sarah Fleming, LMSW is the Training & Technical Assistance Manager at the SHIP Technical Assistance Center. She holds a Master of Social Work degree and graduate certificate in nonprofit management from the University of Minnesota, as well as a legal certificate in elder law from Mitchell Hamline Law School. She has previous work experience with community-based organizations working to increase equity for communities of color. In her role with the SHIP TA Center, she provides training and technical assistance on a variety of topics, including STARS, the national program reporting system used by SHIP and MIPPA grantees. She also bilingual (English/Spanish) and works with translators and interpreters to make SHIP TA Center resources available in a variety of languages.

State Health Insurance Assistance Program (SHIP) Technical Assistance Center
Ginny Paulson directs the State Health Insurance Assistance Program Technical Assistance Center (SHIP TA Center). The SHIP TA Center provides training and technical assistance to the 54 SHIP grantees nationally. In that role, the SHIP TA Center supports the national program reporting system used by SHIP grantees and Medicare Improvements for Patients and Providers Act (MIPPA) grantees. Ginny has worked in the aging network since 1997. Prior roles include directing the Senior Medicare Patrol (SMP) National Resource Center, managing the statewide Iowa Family Caregiver Program, and coordinating local and regional Area Agency on Aging outreach and education programs.
