National Council on Aging

As President and CEO of the National Council on Aging, Ramsey Alwin is leading a nationwide movement to ensure equitable aging for every American. 

Building on NCOA’s 70 years of service and advocacy for older adults, Alwin is renewing the organization’s commitment to improving the lives of millions, especially those who are struggling. She is sparking critical conversations about the resources every American deserves to age well—and what needs to change to ensure all have access.

A seasoned thought leader and policy advocate, Alwin has changed the way people think about older adult poverty and economic security. She designed a new measure of economic security for older adults that better accounts for out-of-pocket health costs and worked to introduce the Measuring American Poverty Act in Congress to redefine the federal poverty measure for the older population. Thanks to Alwin’s efforts, the U.S. Census Bureau formally implemented the Supplemental Poverty Measure nationwide, virtually doubling the elder poverty count and better demonstrating true needs among this population. 

Prior to leading NCOA, Alwin directed financial resilience global thought leadership at AARP and served as Director of National Economic Security Programs at Wider Opportunities for Women. Currently, she serves on the Executive Committee of the UN NGO Committee on Aging, the America250 Health and Wellness Advisory Council, and the National Academy of Social Insurance Finance Committee.

As President of Medicare for Aetna, a CVS Health Company, Christopher oversees operations and business strategy for Aetna’s robust portfolio of Medicare Advantage plans, Medicare prescription drug plans and Medicare Supplement plans. He’s proud to lead a team that advocates for the senior population, helping more than 10.6 million Medicare members nationwide achieve their best health.

As a former caregiver for his late parents, Christopher brings a unique perspective to his role at Aetna. He is passionate about changing the conversation in the health care industry to focus on health outcomes and creating deeper connections with members. He’s working to enhance how we deliver care and create healthier communities across the country. With innovative thinking and greater consumer engagement, Aetna Medicare is working towards a holistic health care model based on each member’s needs and embedded in the local community.

Previously, Christopher served as President of Aetna's Florida Market, where he led the individual, employer group, public & labor, Medicare and specialty insurance business segments across Florida. He has a deep understanding of the challenges facing Floridians in navigating a fragmented and overly complicated health care system. He also had management oversight of Aetna’s health plan markets throughout the Southeast Territory.

Before joining Aetna, he was the CEO of Coventry Health Care, Vice President/General Manager, Commercial Division of Blue Shield of California, and Senior Vice President/ General Manager of Health Net of California.

In addition to his professional work, Christopher is passionate about investing in the community. He’s the past chairman and current board member of Deliver the Dream, an organization that conducts retreats for families experiencing serious illness or crisis. He’s also a member of the Broward Workshop, a nonpartisan business organization working to facilitate positive solutions for Broward County's critical issues. Additionally, he serves as an Executive Committee Board Member for the Broward Heart Walk benefiting the Greater Miami/Fort Lauderdale American Heart Association.
