Health care providers and payers are recognizing the impact that the social determinants of health (SDOH) have on the quality and cost of care for older adults and people with disabilities. Increasingly, these health care entities are turning to CBOs to provide proven solutions to target SDOH. As a result, CBOs are creating new types of networks (called Community Integrated Health Networks) to help them more effectively work with health care organizations, and address health-related social needs. But how can CBOs choose a network operating model that works for them? Come to this session to learn about contracting approaches and operational models used by these networks that can help ensure success in building a sustainable infrastructure and delivering high quality care to older adults and people with disabilities.

Paul Cantrell

Paul Cantrell is a business consultant and friend to countless community-based organization (CBO) leaders across the nation and maintains relationships with USAging and NCOA for consulting services, resource development, training, and technical assistance. He has more than 25 years of leadership and professional experience in managed care, advocacy, health policy, small business development, and business acumen consulting for CBOs. Cantrell’s professional positions have included: vice president of product development for the Georgia Business Forum on Health/Atlanta Health Care Alliance, director of the Life and Health Division and health policy lead for the Georgia Department of Insurance, and 15 years of market and corporate level positions with a national health plan. In 2012, Paul founded Clear View Strategies to focus on improving business acumen and results at the intersection of health and social care to support CBOs and health care organizations as they address SDoH and health equity for the individuals in the communities they serve. Paul also serves as the Executive Director of Comprehensive Care Connections (C3), a non-profit Network Lead Entity (NLE) supporting Pennsylvania’s AAAs and their state association (P4A).

Marisa Scala-Foley

Director of the Aging and Disability Business Institute

USAging

Marisa Scala-Foley serves as the Director of the Aging and Disability Business Institute at USAging, which provides community-based organizations (CBOs) with the tools and resources to successfully adapt to a changing health care environment, enhance their organizational capacity and capitalize on emerging opportunities to diversify funding. 

Before coming to USAging, she served as Director of the Office of Integrated Care Innovations in the Center for Integrated Programs at the U.S. Administration for Community Living (ACL), where she managed the agency’s efforts to build the capacity of state and community-based organizations for delivery system reform. Prior to that she helped found and lead the Center for Benefits Access at the National Council on Aging. 

Marisa has worked her entire career in the field of aging on issues related to health-care and long-term services and supports. She holds a Masters in Gerontological Studies from Miami University (Ohio), and a Bachelor’s degree in Sociology/Gerontology from the College of the Holy Cross in Worcester, MA.

Larke Recchie

Ohio Association of Area Agencies on Aging

Larke Recchie, MA, is the CEO of the Ohio Association of Area Agencies on Aging and Direction Home, a LLC owned by Ohio?s AAAs. She has served in many positions in the field of aging including VP for Senior Housing at Community Building Partners and director of the Central Ohio Area Agency on Aging. She serves on the AARP Ohio Executive Council, the Aetna Medicaid National Advisory Council, the Ohio Alliance for Population Health Advisory Council. She has received awards for her work including the Muriel Bertsch award from the Ohio Association of Senior Centers. She has degrees from Miami University?s Scripps Gerontology Center, and Masters of Public Administration from the Ohio State University.
