Description – In our topical April BEC/MIPPA technical assistance call, we will hear from Center for Benefits Access staff and featured Benefits Enrollment Centers on some of their best practices for reaching beneficiaries who are struggling with the crisis cycle and difficult life situations.

In this webinar, participants will be able to: 

  1. Achieve a better understanding of how living in a crisis cycle can act as a barrier to receiving and maintaining benefits.
  2. Learn about strategies for best practices to support beneficiaries who are struggling.
  3. Identify ways to support front-line staff exposed to the crisis cycle.

Jessalyn Cali (Moderator)

Jessalyn joined NCOA in August 2023, and serves as the primary point of contact for the Benefits Enrollment Centers in the Northeast. Her previous work focused on the experiences of beneficiaries enrolling in WIC, SNAP, and Medicaid, and she is passionate about working to increase access to life-changing benefits. In her free time, Jessalyn loves to spend time outdoors, and she recently spent a month and a half hiking El Camino de Santiago in Spain. She has her bachelor's degree in Health Equity & Policy from Cornell University. 

Francisco Moreno

MSSP Supervisor Care Manager

Partners in Care Foundation, Multipurpose Senior Service Program

Francisco Moreno has a career in senior services in Southern California of more than 20 years.  Frank has close to 15 years of experience in the MSSP, Multipurpose Senior Services Program, which is California’s Medicaid waiver program that serves seniors 65 years of age and older and provides services to help them remain independent in their homes.  Frank is a Los Angeles native who has lived in various inner-city areas that he has been able to serve through the various programs he has had leadership roles in by bringing much-needed services to seniors.  Frank has a Bachelor of Arts from Humboldt State University, and a Bachelor of Science in Public Health from Long Beach State. 

Rosalind Newsholme (Moderator)

Program Associate, Center for Benefits Access

Rosalind Newsholme joined NCOA in November 2023, and serves as the primary point of contact for the Benefits Enrollment Centers in the Western Region.  She has over 10 years of experience supporting and advocating on behalf of older adults.  Ros’ previous work focused on helping older adults to understand, apply for and appeal public benefits decisions relating to Medicare, MSP, LIS, Medicaid, food security and affordable housing.  Ros is passionate about working to increase access to life-changing benefits.  She has a Juris Doctor Degree from the Penn State Dickinson School of Law and a Bachelors Degree in Communication and Sociology from Muhlenberg College, both in Pennsylvania.  Ros is British-American and moved to the United States from England and South Africa as a child.

Jennifer Teague (Moderator)

Director, Health Coverage and Benefits

Jen Teague is the Associate Director for Health Coverage and Benefits at NCOA. She has over 15 years of experience working on behalf of older adults and their families. Jen’s previous roles have included working with the North Carolina Division of Aging and Adult Services, overseeing adult protective services and managing local non-profit organizations.  She has significant experience working with community-based organization (CBO) committees, taskforces, and providing education, information and resources to older adults, key stakeholders, and elected officials. Jen states her passion is ensuring that older adults can access services and supports that allow them to age with dignity and choice. Jen has a Masters degree in Community Counseling and a Bachelors degree in Sociology both from Appalachian State University.
